It is noticed that, for the

period 18th October to 24th December

1915, Mr. A.G,M.Fletcher was in re- ceipt of emoluments from three sepa

rate offices, vis:-

Half pay of his own office.

Half Day of Treasurer plus Duty Pay of that office.

Full Pay of Private Secretary

to H.. the Governor.

The Regulations affecting the pay

of acting appointments do not appear to consider the probability of an officer drawing pay in respect of three different appointments (see

G.0.110) and G.0.117, which would

Impear to Bebar Mr. Metcher from drawing any pay as Acting Private Secretary to H.E. the Governor.

The amount drawn as Private

Secretary is as follows:-

Toucher No. 240 of

November, 1918.

$171.06 $279.10

Voucher No. 248 of

December, 1918.

S4.

$216.49 Total,... $666.65

Hon. Colonial Secretary,

To you as to precedenta and

rulings on this subject.

I know it has been laid down

that the pay of the Private Se- cretary is at the personal disposal

of the Governor and is not govern- ed in any way by the Civil Service

rules. The holder is not a Oivil

Servant by reason of his being

Private Secretary: he is a per-

sonal servant of the Governor.
