to H.. the Governor.
The Regulations affecting the pay
of acting appointments do not appear to consider the probability of an officer drawing pay in respect of three different appointments (see
G.0.110) and G.0.117, which would
Impear to Bebar Mr. Metcher from drawing any pay as Acting Private Secretary to H.E. the Governor.

that the pay of the Private Se- cretary is at the personal disposal
of the Governor and is not govern- ed in any way by the Civil Service
rules. The holder is not a Oivil
Servant by reason of his being
Private Secretary: he is a per-
sonal servant of the Governor.
